    Select by eventIds or by filter (at most 1000 events). Targets endpointId, or every enabled endpoint subscribed to the event type now. Queued or running deliveries are left alone; finished ones restart with a fresh 24 h retry window; missing ones are created (backfill). When the filter selects deliveryStatus=failed, only failed deliveries restart.
